When you set her up did you add a lot to her post count to make her seem more active?

No. Silver just explained it, there is a board in staff where when a member reports a post or PM Navi will link to it while creating a new thread where discussion can be had about the post, decisions can be made and staff can be made aware of the issue. Nearly all of Navi's posts come from reporting posts; when Scott appropriated the account it had no posts.
