Valoo is probably one of the Three Dragons from
The Legend of Zelda: Skyward Sword. Specifically, Eldin. I mean, since the islands in
Wind Waker are located on the tops of mountains and plateaus, wouldn't the Great Sea technically be in the sky of the sunken Old Hyrule? I assume that Eldin/Volvagia was resurrected by the Triforce wish in order to help the Zora.
Anyway, I've compiled a simple timeline of the Wind Fish's evolution. It becomes the Wind Fish as we see it in the Decline Timeline, where there are no more intelligent Zora to protect... only the River Zora. So it accustoms to helping strangers lost at sea, e.g. Link.

Levias - Lord Jabu-Jabu - Wind Fish - Jabun - The Ocean King.
Decline Timeline
Levias - Lord Jabu-Jabu - Wind Fish
Child Timeline
Levias - Lord Jabu-Jabu - Wind Fish
You see, according to my timeline, Lord Jabu-Jabu has always had it's powers of flight and mind alteration... they've just lied dormant. He became Jabun because of the Triforce wish.
