Constitution: Redress of grivances

I'm righting a speech on the first amendment, and I'm having trouble understanding what exactly the redress of grievances is. can anyone explain this? Thnaks in advance.

It seems to me that the redress of grievences is the right a citezen has to be compensated by the government for any violation of the rights of that citezen by the government. There seems to be controversy over the redress of grievences by the government (most notably the IRS) and some people..
