Problems with Mirar

Okay there is this thing that keeps appearing above my screen that says mirar, and I cant figure out how to get it off!

Its like the yahoo search engine deal, exept its more annoying, everytime I move my mouse over it a pop up appears, I went to see how I could unsubcribe, but all it said was "Go to control panel and click add remove programs, but I didnt see it there, what should I do?
