The easiest way is to download a free image editor that supports working on animated .gif files (such as Imagine.)
Now, open the animated gif you want.
The main problem with both of those is that they're big. Not so much in file size, but in actual, physical, size. So you'll want to scale them down. That's Image > Resize.
Now, you can either set the new pixel dimensions you want, or set the size as a percentage. You can also choose what algorithm you want to use to resize it. If you don't like the way it looks after a resize then just try a different one.
Then save the new image and you're set!
As an added bonus, the smaller images will also have reduced file sizes.
