System Restore Rouge...

Just spent the entire day getting this thing off my computer. Has anyone else had the "pleasure" of dealing with this?

Nope (and I hope I don't). But I think my sister had to deal with that on my mother's computer.

I presume a System Restore Rogue is a malware that survives even though you restored your computer (which is to literally restore it to factory state). But according to my sister, there's something a little bit beyond a system restore.

A proper factory restore obliterates the hard drive of everything, then re-installs the OS and programs that originally came with the PC.

Unless it somehow jumps to the BIOS, albeit it's a very, very, very unlikely scenario.

BIOSes differ from PC to PC, unlike your OS. Malware can be effective in its goal because there are many devices running a Windows OS, the very kind of OSes they are usually coded to affect.
