Help With An Effect

I'd like to know how to create the amazing effect used in this signature made by sugarpoultry for gimpyfish:

I love the way the image is split into loads of squares with different brightnesses and contrasts, and I'd like to know how to achieve this effect. Normally I would have PMed sugar to ask her how she did it, but she's away at the moment (or so her sig says) and I need to know before tuesday because I'd love to use this effect for some of my Graphics work at school.

I have Photoshop CS2, and any help would be greatly appeciated =)

Mario Kart DS Code: Want a match? PM me. Pokemon Diamond/Pearl Code: Want a battle? PM me. Animal Crossing DS Code: Want a visit? PM me.
Looks like she used the Pixelate Filter on Mosaic mode and simply set the laer to overlay. I could be wrong, but that sounds about right...

If you run a sharpen filter over it two or three times it should look like that.

Hey I got a better idea, how about don't use that because it doesn't work there or on any visually busy image at all.

The four lines of poorly placed text and a completely irrelevant Bible passage really seal the deal too!

EDIT: Sorry let me sugar-coat that, it looks really good except where it looks really bad because it's trite and thoughtless.

Wow, why would you want to duplicate an effect?

Oh wait, cookie-cutter is the norm here on ZU. Carry on . . .

hey guise, how 'bout you relax. Sure, I'm all for making fun of people, but all he wanted to know was how to replicate the effect; you don't have to go off on a rampage about it. Chill out.

I'm not making fun of anyone. The technique sucks. I could lie and say it doesn't but that won't help anyone. Learning the basics of composition and color would be a much better use of time.

The colors are clashing and the actual effect in question is less than desirable. F3 is correct, learning the basics of composition and color leads to a better picture as whole. It will help in the long run.

Also, that banner has far too many things going on at the same time. You need to learn the beauty of simplicity.
