Yes, as most of the marijuana crop at that time was coming across from Mexico. Also, in the east coast, jazz musicians were known for using marijuana, who were also primarily black and Latino.

Oh, I just dug up an interesting bit of information regarding THC's toxicity. Apparently, the lethal dose for THC is 1500 pounds in 15 minutes; the average dose of THC is over 1000 times less than the lethal dosage, giving it a safety ratio of 1000:1. By comparison, alcohol's safety ratio is 10:1, cocaine's is 15:1, and heroin's is 6:1.

Also note cocaine's safety ratio. I'd be interested in seeing caffeine's, as I'm sure it will be much lower than cocaine's.

Even at that, smoking it isn't THAT bad for you. If you smoke it straight (such as through a joint or bowl) you can cause a large build up of tar in your lungs which may, over time, cause slight difficulty of breathing, though this is only if you smoke it constantly (ever few days) over a long period of time.
However, if you filter the smoke through a bong or similar device you remove most of the tar, and if you vaporize you remove it all.
