Anyways, just to stay on topic, I have to say that this guy is a cheat. He doesn't have a twin but I think he does something like link with the whole warp thing. Maybe he's magical. Or maybe he's just really fast. Either way, he is a cruel joke devised by Nintendo to make us feel like we fail at life, racing, and Zelda. >_>

You can't use Epona against him.

And even if you warp, he would say you took 00:00 seconds but he beat you by just a second. It is impossible to beat him. He was probably intended to be a DD side-quest.
And he doesn't need a twin, he's just better than you.

The runner man says:

Mario must be faster then Link cuz the Marathon Man had a cameo in Mario Sunshine and Mario beat him several times.

He just runs faster than you can.
Also you can't win the race by cheating, because cheaters never win.

Yeah, that wasn't the running man from Ocarina of Time. The guy in Super Mario Sunshine has darker skin, and is called II Piantissimo.
