At the end of the ocarina of time zelda says that as a sage she can't send link back with the ocarina but in majora's mask thats what the skull kid steals isnt it? Is this a goof up or what?
As far as my personal life goes, I've been going to the pool a lot recently. Been trying to get a swimmer's body. No luck yet, but somebody's bound to drown sooner or later.
Zelda gave Link back the Ocarina when they met up again in the child timeline.
i guess i do get what you said but then everything would just happen over again or if ganon is in the realm then zelda would have no reason to give it to him.
Nope. What happened was that when Link was sent back, a split in the timelines occured, ie. the childhood that Link was sent back to has a different future to the events of Ocarina of Time, since Ganondorf was captured and tried by the Sages before he could repeat his actions (as seen in Twilight Princess). Ganondorf was only sealed in the Adult Link timeline.
In the meantime, Zelda and Link met again - Link soon left Hyrule, and Zelda gave him the Ocarina of Time to take with him.

but why would zelda give link her precious heirloom(the ocarina)?

Because it served as a reminder of their friendship, for one. Also, being the wise Princess she was, she could probably foresee, to some extent, Link having need of it in the future - she told him, "If something should happen to you, remember this song...", and re-taught him the Song of Time. It turned out to be the most significant song in Majora's Mask.
