Yes they do, but thats only because Link gets them mad and they are quick to get pissed.

they both have squinty eyes, yellowish skin, pointy ears, so that means... they both look just like every other hylian male in OoT ! how do they look alike and what are you inplying by stating such ?

Well, it's because the windmill man needs anger management, and the Mask Man is a psychopath.

They change expressions quickly (The Mask Man even changes position without moving), but they don't really look alike.

i know i am not saying they are related in the game you know how when they make a 3d game they have a base person that they make all the other characters off of? they are the same

I can understand how the Happy Mask Salesman has the same traits as the Windmill guy, but then which one was made first? You need an answer if you want to find the base charater.

They have simalir traits, nothing more (that I can think of).
