Put on the Iron Boots and the Zora Tunic to sink to the bottum of the remainder of the Lake Hylia , then use your Hookshot to hit the diamant thingy above the gate that you should see in front of you.
The gate should now open.

Iron Boots : Ice Cavern
You'll find this cave Zora's Fountain. I'll leave it to you to figure out how to get there (can't spoil everything now can I ; ) Zora Tunic : Zora's Domain Take a Blue Flame from the Ice Cavern and use it to melt the red ice that froze King Zora. Talk to him and you'll get it for free. That is the best way to get it anyway.
