Actually, most record companies do the same layout for an artist's greatest hits CD. Warner almost always asks for one or two new songs (one of which is made a single), one song off a movie or tv show soundtrack, and then all of the singles. Depending on how many CDs the artist had out, they may exlcude the singles off of the first or second CD. Also, a Greatest Hits collection is usually the second-last album a band is contractually obligated to make for any given record company.
I believe that Eminem is signed to his own label, so perhaps he is just following the model that the bigger companies set.
