Well it's a lot easier with a tablet, let me tell you.
But there are other things you can do. If the pictures are inked very cleanly, you can probably use those as lineart and touch them up in Photoshop.

But since these are sketches, your best bet is to trace it in some program (I personally use Flash because it's vector-based). I dunno how good you are with a mouse, but tablets really make it a lot easier. Depending on how serious you are, you can actually get cheap (by tablet standards) $80 Bamboo tablets that are supposed to work great.

It varies-- I do both. I'm better at it if I do it on paper and scan it (then trace with the tablet in Flash), but I can do it relatively okay just going straight with the tablet.
