To answer your question: Yes, you must ask permission by a Clan Mod to start a tourney in the Clan Arena (and make sure to have a mini-message at the top of your new thread saying "Approved by [Insert Mod's Name Here]"). If you want my opinion, I'd ask Cambria permission (and if I were you, I'd PM her your whole introduction to your tourny. Remember to list all the rules, registration requirements, etc...like I did in my old thread).

Hehe, yeah it was me who started the DS pokemon game tourney (and you're right, it wasn't planned properly. It was my very first attempt). I'll have to get back to you on that "Do you have to ask permission" question my hands are a little tied up at the moment. I'll make sure to get an answer as soon as my first problem is fixed.

Hey BGS, I have a question about the Clan Arena. I know it's now for clan tourneys and all, but do you have to ask permission to start a clan tourney just like you have to ask to create a certain clan game in the Temple of Light and Dark?

Well, whether it's yes or no, I'll go ahead and say I'm considering beginning a DS Pokemon game tourney. There was one of these a long time ago, if I remember right, but it never began properly. Wait a sec, wasn't it you who started it? o.o
