Oocas are Skyloftians who didn't left Skyloft when it began to fall and they learned technology in Lanayru to keep Skyloft aloft. The Loftwings left because Skyloft was suppose to be in the surface some may have become cuccos and the other became feral monsters. The skyloftians needed a way to move in the sky and by the years they develop wings and the developing transform them into Oocas.

I found a answer to the Oocas along other ZUers. That supposly is because goes after SS. Because of a japanase line that says :This was the end of Link's first adventure in Hyrule". So that means it should go before SS
