Hm, well it would depend on the country and the area I think. For example a beach would have a law about going too far out into the water where a city or a small town may not have that rule. It depends on the country/culture they are in and the location within that place.

It wouldn't be anything malicious they have done; probably some sort of law they broke without knowing it was in place. It's just that they chose to break a dumb law by accident they probably shouldn't have.

Yeah, Shiki is dimension hopping due to the powers of the Dome and this ♥♥♥♥♥♥♥ NPC I have yet to create. (Basically though he is from an alternate reality where Dorumon partners with him instead of Shiki, and things just go to ♥♥♥♥ and the two pretty much destroy everything. However, before the world ends, they are thrown into this alternate dimension which ends up being the Dome. They cannot leave, but the boy had access to a computer and after playing around he finally began to watch what was happening in Shiki's reality. Shiki interested him since she was Dorumon's partner instead of him. After she biomerged to Mega, he decided that it would be fun to "play" with her and through the power of the Dome he has been sending her to different worlds. Although it should be noted even though he thinks he is controlling the Dome, the Dome is letting him think that in order to give Shiki the skill set and power she needs to defeat him once and for all.)

Shiki could land in any one of the countries in your version of Earth, and maybe the two meet up, somehow get into trouble with the law, and are trying to escape it or something?

I could show you my sky fortress I built on minecraft but a virus ate it. It was pretty damn awesome. I had every single kind of crop (this was before potatoes and carrots) and a beautiful waterfall. Plus a whole house and several tree farms.
