Yeah, those Off Waves are really hard. Your timing has to be nearly perfect. I too cleared Boss Battles without any problem from Easy to Hard, but then on Very Hard I just ran into a brick wall.

First, which controller are you using? If you're using the GCN controller, I suggest changing the "shield" button from L/R to Z. Because with L or R, you have to push the button down pretty far before it registers--which really messes up your accuracy and timing, which is just what you need against Tabuu!

Other than that, practice against him in SSE. The thing with the Off Waves is, you have to down-shield (or roll dodge) just before the ring touches you--just when you think it's too late. Worse, you have to do it three times in a row. But I find that if I get the first ring down, I normally get through the other two okay as well.
