Could the level range be lower, like around 50-55? (Only have one non-legendary 100, a Swampert.)

I found my DS. So, are there specific rules as to what level/type are allowed in the battle? Also, explain to me the Attack/Defense thing in simplified form, as I feel too tired to read through all that (But not too tired to play a game. )
