Nah, I don't know much about that, but a friend suggested something for my situation in which the ISP (Roadrunner) still provides service but won't allow internet explorer or any browser run any website. If you're in that situation, mess with the DNS server settings to solve the problem.

I'm guessing Wi-Fi "borrowing".

Same here. Found out that my parents haven't payed their internet bill in months, but I managed to let it run (ask me how)
