To Unblock a User:

Go to your Account Settings.
Click the Privacy link from the Account Settings navigation.
Click the [View List] link from the Blocked Users section of the General Privacy page.
Click the [Unblocked User] link next to the user profile that you wish to unblock.
Click the Add to Friends link on the user profile.

Once unblocked and the friend request approved, full communications will be allowed.
