I really shouldn't help you for being so disrespectful, but since you seem to be disparate, I'll share a few tips.
The way I get my sigs to look good is
blending and layers. Find the picture you want or what is required in the contest and put it in its own layer.
I find most of my cool backgrounds etc from this site:

Browse that site, view by catagory or whatever. (The pictures have a logo on it, but you can just clip from the corners or photoshop it out.)
If you have one, use a digital drawing pad. It makes editing your picture easier.
So, find the background you want and put it in its own layer in front of the picture you chose first. Then you go to the layer with your new background (right hand corner), right click the layer, and go to blending properties.
Once you are there, play around. Check out! Fool around with the Blend modes, channels, opacity, and the styles (left). Play around until it looks cool.
I'll share a few examples of the things you can do with these blendings with this sig here.

And all that is from randomly going around and playing with different options in the blending properties.
Now, if you want to do something cool, with edges, like making borders that look rigid and weird looking, go to your very first layer, make sure its blank, and delete it.
Then take an eraser, preferably one of the cool speckled kinds, and start erasing parts of the edges in a random matter. Then all the other top layers, go to blending properties, and click drop shadow. That will give the sig a 3D-coming-off-the-pagelook, like so:
When you are done, save as a PNG. That is the only way you can get the shadow to stay etc. Also, the first 4 I gave a 3D glossy orb look to it, all you need to do is take white, turn down the opacity, and go over the top of the sig. Do the same with black for the bottom. You can do it in waves or straight.
That is what I do to my sigs. Like I said, blending and layering is the way to go. Hope this gives you a few ideas to play around with. ^_^ That is how I started out, I just experimented and it only took me a few tries before I figured out what I wanted to do.
