7zip is free, and can open .RARs.

I re uploaded, because apparantly it's corruput.

To my knowledge it should work in GIMP, yeah.

Not as far as I know... 7zip is better anyway (though only because it also opens 7z files, but you don't run into those too often).

And yeah, PSDs open in GIMP and show all layers (for the most part).
