are they a couple because everybody says it but it never shows it on the games?

It's more like the players make them into a couple. The game designers are just throwing you ideas. It's up to you to decide which ones you believe in.
Like Twilight Princess for example (not sure if you've played it yet) but there are I guess you can say 3 main loves and maybe plus another... |
