Yeah. Nintendo has never released an official timeline, and every single timeline is just made by some Zelda fan.
And the "immortal characters", then... Nintendo just likes to feature some of the old characters in new Zelda games, possibly because some people like seeing them. Of course, you could explain this by saying that these characters aren't the same people as the ones that were in that other game, but they're the descendants of those people or something. Yeah, whatever.

Nintendo have released an official timeline. It's just that most fans won't listen. Before the release of MM Shigeru Miyamoto said that the timeline was: OoT, LoZ, AoL, ALttP with LA anywhere after OoT. The seven wise men (not included the one in Old Kasuto, as that town was destroyed and the survivors built New Kasuto) in AoL and the seven wise men in the backstory of ALttP hints that it's the case.
Around the release of FSA Aonuma, I think, stated that FSA is a prequel to OoT, something which makes even more sense with the release of TMC. So, the timeline should go something like this: TMC, FS, FSA, OoT, MM, TWW, LoZ, AoL, ALttP with LA taking place anywhere after OoT. As for the Oracles, personally I believe they fits best between AoL and ALttP.

I think they just use the characters again so you have some familiar faces to look forward to, or because people like them. And then there's Tingle. No-one likes him, and you don't exactly look forward to seeing him, do you?
