Theres...a myriad of reasons id imagine. One of them being Nintendo going "AWWW HELL NAW" after the fiasco that was the Super Mario Bros. movie. Notice that no Nintendo franchise has had a movie since.

Also, like, it would be super expensive to make a GOOD Zelda film. Budget would have to be LotR-style big. Is there a production company bold enough to shell out that kind of budget? LAWL probably not. We all know 99% of video game movie adaptions smell like a butt unwiped. And most of the time, very cheaply made. (oh Uwe Boll, how i loathe you...)
Another roadblock is the story. Adapt from the games? Or make a new story....This can get troublesome. If adapting one of the games, one must take special care to adapt it faithfully. But video game films usually dont do that...like ever. So its always make new story. So like, if they made a story for a Zelda movie, it would have to make sense and flow well with the games. Or at least coherent enough to make sense with the games. I mean, you cant have a Zelda film include Navi or Midna or ♥♥♥♥ like that because..well obvious reasons.
In short, it would be a really difficult project to do and a financial gamble. Video game films usually dont do well in the box office. Only a small amount of them did ok. That and Nintendo would have to approve it and it doesnt look like they want to make movies out of their franchises. (Even when a film would work well....read: Metroid)
