I would place this in the Zelda theory but I think this is more of an opinion.
The developer of this game never really placed Zelda, so trying to put this game in a Zelda Timeline would be pointless.
In this game an ordinary human is transformed into a character named "Tingle". While he is in this form, he will die if he loses all his rupees. So compared to the other rupees, this tingle has a curse placed upon him, even though he may not consider it one.
Tingle goes on a quest to get rich (he's very greedy). He does so by finding treasure, beating monsters with his fists, cooks, and does some mapping.
So after his adventure is over, he most likely becomes a legend.
Now based on opinion, that legend could spread across the land inspiring some greedy people to dress up like Tingle to find a way to become rich.

I have wondered how there is a Tingle in WW, so many years after MM, which isn't even in the same timeline... unless he really is a fairy and never dies....
