Garland isn't all evil, and started out good.
Cloud of Darkness just wants to return everything to nothing. She's a destroyer, not true evil. Golbez is actually good. Exdeath, like Cloud of Darkness, is a destroyer who wants everything to return to the void. He just wants an ending. Kefka is insane, and is very evil. He wishes for everyone to suffer, and worship him. Sephiroth is insane, and just wants everything to go away, and wants only Cloud to suffer. Ultimecia wants to have the entirety of time to herself. More selfish than evil. Kuja is just full of envy. Not really evil. Jecht is actually good. Emperor, like Kefka, wishes for everyone to suffer, and worship him. He wants to rule everything, including heaven and hell. To top it off, he's completely sane, making him more evil than Kefka, and the most evil.

Garland, totally. He's like the epitomy of evil, and the fact that he's just a burning eye repesents Big Brother, as in a diesembodied force of evil. And, he also seems to be based upon the British views of Hitler as a death-god of sorts. The Ring represents his lifeline to humanity, as the British in World War II and most modern people view Hitler as a terrible demon, much like Garland.

It's a very close tie between Mateus and Kefka canonically, they are really the only ones who do things for the very concept of being evil or causing harm. Mateus does it for amusement, and Kefka does that plus to really obtain godhood. Mateus did becomes both God and the Devil also.

Kefka seeing that he is one of the few villians on the series who actually destroyed the world. The Empress Hidla comes close. I mean, play FF2 and I tell ya, that game is ****in' dark.
