I'd say that the worst idea for a game was Rock 'em Sock 'em Robots on GBA. Seriously, someone made a game out of that?

Armorines Project Swarm (N64)

this game is a load of crap...

Samurai 20XX or Goldeneye: Rogue Agent. Haven't played much worse than that.
