As of now, the plan is that Hermit came back for a week and then failed to log in for another month. At least as far as I know. Because of his failure to return his plans for Twin Peaks are abandoned, as far as anyone on the server is concerned.
At the moment, the plan is for DD and Rich to take over the area between Hermit's two houses and farms in Twin Peaks and the eastern most road in Port Serenity.
This will mean that Snow Leopard's Oak center and his studio are now outside of Port's boundaries. And he is to be thrown to the wolves with respect to those two builds because he failed to follow the rules of the current land owners there.
I did tell everyone, very explicitly, that I had no plans for Twin Peaks other than the plans I had with Hermit, and never pretended to have claim to any part of the town.
The district was only ever a proposed one and that's as far as it ever got. Exactly no one listened to me and the accusations flew left and right. All I ever wanted was to see Hermit's town come to fruition. And if you doubted me, you will no longer in just a moment.
DD and Rich, between the two of them, have apparently claimed about 90% of what was Hermit's abandoned town boundaries as their own, and they have both expressed disinterest in that land becoming a part of Port.
In fact, as near as I can tell, they want to make sure that the land is kept as green and pristine as possible, with no further builds in that area, ever. This probably makes the road that goes out to Twin Peaks from Port Serenity an issue, so I imagine they will be tearing that up as well.
This is happening because of Rich's solitary fortress that he built on the mountain that marks the edge of Port Serenity's valley, and because of DD's six pixel art structures near the same locality.
Since DD basically told us that Port's size was disallowed from growing past double the size it was when it was about three months old in an easterly direction, this is the boundary I am going with for her and Rich's new territory.
While we're at it, we should just go ahead and tally up all the solitary fortresses and pixel art pieces around Port:
As can be seen from the map, Port is COMPLETELY ♥♥♥♥ING SURROUNDED by solitary fortresses. So much so that it's growth is to be halted immediately, as there is no longer any direction the city can grow.
I actually don't think we should stop there. Most of the solitary structures within Port Serenity's current city limits were built around, against the okay of the owners:
Based on this information, the city was actually built unfairly, and so the city's boundaries need to be revised so that nobody's structure is involved with the city that didn't very directly agree to it:

DD:
DD's wolf was a great addition to Port Serenity. Hold up, she hated the idea of it ever becoming a part of Port. Rather than treat her build well, the legend is that Snow Leopard removed all the torches on the hillside around her build, told her the build was not really a part of the city, and then watched as creepers blew it up.
And yes, this story has been embellished several times in the retelling. This is how I heard it last.
Ace:
Ace actually followed the rules in Scituate with regards to his castle building. When said castle was done, he decided that the grassy plane in the middle belonged in another country and decided to build whatever the hell he wanted without asking anybody. He has asked several times for the castle to be removed from Scituate and added to Terram, but based on his history, I'm pretty sure he wants nothing to do with the city itself.
Anon and Desquode:
Anon and Des were actually pretty clever with their solitary fortresses, they built them underground. Both of them have caused a lot of problems with lower levels for builds throughout Port because of their rediculously large underground networks. I'm pretty sure neither of these people intended for these networks to be part of the city officially, and made them hard get to in any case.

Dark is actually responsible for two solitary fortresses in Port's previous boundaries. His early one originally had a huge convoluted wall to keep out mobs and people alike. As soon as Ember district got its first couple of residents he abandoned this build.
His second solitary fortress included the hillside and yes,
the entire desert at the far north end of the map. His build inducted the port that makes the city a port town, but hey, who are we to try to claim any land? He tried to build a wall around this entire section of land when Port got too close.
Disco and other unknown hidden entrance houses in Port:
These are not easy to find. If one was to take a casual stroll through Port Serenity, they would completely miss these builds. They are off the beaten paths, because these people made the builds hard to get to, well hidden, and uninteresting hobbit holes by design. They clearly built in my town without the intention of ever being a part of it.
Astareal:
Asta built a giant, beautiful tree, well outside of Terram's boundaries. The OP's enjoyed this build so much that they immediately world guarded it, creeper damage and all. Those silly OP's.
The tree was a bugger to build roads and buildings around because of the world guard as we had to wait for someone who was allowed to build there to build the roads. This shows two things:
That Asta clearly never wanted the tree to be in the town as she never asked for the wg to be removed or the city planners to be added to to the list, and that the OP's support solitary builds so much so that they would rather there never be a major town on the server, ever. Thanks, OP's

Brian pretty much built a giant grass square and a fence around his build, and to date no one has built in it and it has largely remained an empty grass square. In addition to this, I'm fairly certain that when Brian chops wood around Port he considers himself to be in his very own private country, where the rules on chopping wood are anything goes.
Paradoxigent:
Para might have been the most clever one of all. He built his solitary fortress in the air above his wonderful library. He made an entrance to it that to date, so far as I know, himself, Nyx, and myself are the only ones who know how to open.
Metroidrare:
I don't know if Metroid actually ever opposed his solitary fortress becoming a part of the city. But that's only because he didn't see a need to give the place a door. In point of fact, he built the place with vined walls before the update where vines could be climbed, and I think he set his home there making himself the only one who could get there by standard means. The place has never really been anything but its own Empire, by Metroid's clever design.
I could obviously go on, and on. But those were the fun ones that I thought I'd share.
That said wtf is a solitary fortress and why do they pop up so frequently in my town?!
DD and Rich and Error and apparently Tyrinoth's stated opinion is that they want a new rule that builds and property, after they have been claimed by someone, are final, forever, and if anyone EVER spreads their build into them they are breaking the first rule of not being a dick.
They further want to be certain that all claimed land needs to be built in and filled within a certain allotted time or that the land will go to those who claim it and build in it after.
Well, you can see what this does to Port, these rules will truly break Port up into its constituent parts, and the only people who built with the desire to grow in a community are included in the boundaries I've currently set. Furthermore, this pretty much means the end of anything but small villages in the server's future.
People are trying to pretend that this is a new problem that Port is only just now coming across. People, this has been Port's problem from day 1. The problem is that people are too selfish and want to pretend that ownership of land is everything and no other rules or diplomacy or deals can ever apply.
You people have told me I'm on a power trip and that I'm claiming land like there will be a Realty freeze tomorrow, without any justification. So let me tell you my justification:
YOU PEOPLE are the ones who built on a ♥♥♥♥ing SMP server. For those of you who hate having neighbors, your first mistake was failing to build in SSP, where no one would ever bother you.
It is a fact of this server, a fact that has exactly nothing to do with me or my town, that you will eventually have neighbors NO MATTER WHERE YOU BUILD.
Darkherodude has done this three times now, and many others on the server have done this a couple times as well; they hate having neighbors so much that rather than suffer it to happen they move out and find a new place to make a start.
I just have to chuckle at these people a little bit and wonder how long it will be before a new build pops up next to their solitary fortresses.
The VERY SINGLE reason that Port Serenity has turned into the largest city is because up till now people have been okay with or dealt with their builds being inducted into the city. And the VERY SINGLE reason that Port is to be destroyed is because the people who now have a stick up their ass about Port think they are somehow more special than those people.
Port Serenity has in fact grown despite all odds because I actually do not see another city on the server with so many solitary fortresses and pixel art structures in and around it. And this because I cannot fathom building amongst a more selfish and narcissistic group of people. You people have completely boxed us in with your selfish buildings. And you should be ashamed of yourselves.
It's almost as if this breed of minecrafter has been breeding since the start of the server or the start of Minecraft itself just so they could come live in my town.
I am fine with the idea of a solitary fortress in and of itself, I am not opposed to these being built on the server. I in fact built one myself. But people really need to lighten the ♥♥♥♥ up about them.
This is the cause of 99% of Port's past drama and I am not exaggerating in the slightest. Today it is the cause of 200% of Port's drama because people are so vocal about the injustice of their solitary abodes being swallowed up that they are causing drama in all the other cities now as well.
I set the previous town borders only because I assumed we would all be capable of being grown up about this and would set our own selfishness aside for the sake of the greater good. This is what Port is about, this is what it stands for, first and foremost. Port only ever succeeded as long as people believed in these things.
Gaining neighbors next to your builds is a simple fact of building on a server. Port's policy until now is that it hates hermits, it wants to root all the selfish people out and force them to all live in one city, ONE CITY and be one big happy family in at least ONE PLACE. I pretty much always considered this to be a noble goal worth fighting for. I am going to go ahead and let the ideal die with Port Serenity.
This dream of mine is now over and done. Shattered by the selfish people, shattered by the OP's at this point. You people love your solitary confinement too much. Last week people were still moving into Port. Last week, people set down lots where they were going to build, and later took them off because they didn't want to get involved with the drama. This week, the selfish people win. Port is dead.
I am well aware that I was always the first and foremost protector of other people's builds, but there is I think a more important rule. We should just all be friends and seek out moments on the server when we can enjoy one another's company.
This should actually be premier to all other rules on the server. Not being a dick and not messing with other people's stuff is just secondary to the only real rule we need to apply to the server. The stated rules are really only the outward way in which you show people that you care, that you like people, and that you enjoy their company.
Assuming the one true rule, it shouldn't matter if someone is occasionally a dick or messes up your stuff, on accident or otherwise. My first post on griefing is probably the most to blame for the way people are on the server right now.
People would rather bunker down, set their barricades up and protect their structures at all costs from the nefarious 'other potential players' than they would try to actually befriend anyone. Some people have gotten WAAAY too into protecting their stuff, and they have forgotten why they got onto a multiplayer server in the first place.
Town building goes right along with this. You build in a town because you want to be a part of something, at very least a small part. A town isn't especially wonderful because of anything that is in it, but because of the associations that you gain because of it.
I have seen this from people on the server, I have seen people WANT this, and this is why Port succeeded despite the odds. Even the people I would consider really quite selfish in Port's history, most of them made particular effort to make sure that Port, the city, continued to grow and prosper. Some of them did so even though they decided they didn't want to live there anymore themselves. Despite all that, the narcissism eventually won out and you have all lost the vision that made Port a great place to live.
You make sacrifices for a community because community is important to us as social creatures, this is why the first town ever grew in history in the first place. At the point where selfishness outstrips sacrifice, community falls apart. You people can really only have a city as long as you want a city. The second you fight it, the community is already gone.
I don't want to be a part of this, I don't want to be the cause of it. I would rather put my oars down now and hope that some of the people I've come to care about will eventually forgive me and will still be my friends.
I will be taking a break for two weeks. Hopefully there will be something left when I come back. When I do come back I only plan on being a leader of that little town. I don't really plan on anyone ever building there ever again, there is little land left and I want what's left kept green for wood gathering, and I have no interest in keeping residents who don't want to be part of the town.
Everyone is eligible to proclaim their own separate country and do whatever they want with their lot, or to add themselves back to the boundaries if they want. If they do come back, I don't want any further drama from them or they will be ejected.
If anyone on Port's borders wants to allow Port to grow after this, I will be pretty indifferent about this if not outright against it. We'll cross that bridge when we come to it I guess.
