No, Tripping wasn't included to prevent wavedashing. That doesn't even begin to make sense.
Momentum aerial dodging might have been put in to prevent wavedashing.
Tripping was included because it was random, which is the nature that the developers wanted to imbue into the game.

What are you talking about? Snake is ridiculously good in Brawl. No other character can boast being able to KO with pretty much every move, basically wielding an invisible sword on random body parts (AKA disjointed hitboxes), the multitudes of projectiles he has, having very fast tilts, jabs, and aerials, not to mention he has good recovery on top of it all.
If anything, Snake should be slower than he already is. Although if you're talking more about the way he was designed in the game, and you want him to walk and run faster, I would change a few things of himself.
