Valve fully encourage mods. They'd never do that. It's how they came up with TF2/Portal/L4D.

They encourage creative mods, but I don't know where they stand on remakes of games that are still profitable. Most fan made remakes like this get shut down, although not by Valve (yet).

Maybe that's why I got bored of L4D so fast, due to the fact I was playing Zombie servers on Counter-Strike Source for hours, then when I got my hands of L4D it just didn't quite sell to me.
