I think what he's describing is more of an acceleration issue than anything, unless I am interpreting things wrong. Acceleration (whether it be mouse look or joystick look) should never exist in a FPS. Not many PC shooters have acceleration built into the game, but windows itself does, so that's always the first thing I turn off when I do a fresh install. For the best performance it's best to have your look movement be as close to 1:1 with your mouse/joystick movement as possible.
I have the Orange Box for PS3 and I definitely noticed the acceleration, and I did not like it. It's nowhere near as bad as it is in a game like Killzone 2, but it's still there and it is an issue for sure. Luckily Valve knows how to do PC gaming though, so there's no acceleration in those versions.
