I got this idea from the Darth Vador vs. Ganondorf thread.
All you have to do is post the villian or villians who you think would beat out all others.

Dr. Octopus! Regardless of design, this guy is awesome! Sure, I like Hobgoblin and the Lizard more, but they're not just as villany as this dude.

Yeah I wouldn't count Godzilla as a villain either. When he attacks people it's usually understandable but most of the time he's saving the world from real evil kaiju.

I don't think a villain technically needs to be a free-thinking human/humanoid, hence why I also put The Thing in there.

And check out the uncut version of Gojira, Godzilla will definitely look like a villain there. No amount of cheesiness that the vast majority of his films contain can dilute the sheer horror that the original film displayed.

EDIT-

Completely forgot. In Godzilla; King Ghidorah; Mothra- Giant Monsters All Out Attack, he's undeniably a villain. He's not a animal in that movie, he's an entity born from the spirits of WW2 and has the clear desire to cause destruction and pain without remorse.

You know little of villainy, in that case. I can think of numerous villains that make Vader look like a cupcake. And that's just in their raw lack of compassion, that's not even taking into account other factors like background, personality, tactics, accomplishments, etc.

In terms of fiction, Vader has been outdone time and time again by now.
