Yup, that is one of many texture packs people make for N64 games. I would really love to learn how to do that.

I think it's awesome that all the YouTube comments are about Mega Man X4 (heard in the background of the video) instead of Mario. Incidentally, I find Mega Man X4 (and any game in that series, TBH) to be more enjoyable than Super Mario 64 personally.
