I'll save myself the argument about the legality of Roms, and assure you that they are against the rules here.

Links to sites with illegal content, or content not suitable for all ages (this includes ROMs & Emulation sites, sites that contain sexually explict material etc.) is stricly prohibited, and can be punished with a ban without any warning.

I thought that it was legal, only if you kept it for a while. There are types of roms though if you have it for to long the game will screw up and not work anymore.
