Valoo is a guardian to the Rito Tribe and he is also the spirit of the skies. Its unknown of his real background, but many theories have linked him possibly with the the other dragon Volvagia from OoT. Apart from that Valoo's character remains to be rather anonymous.

There is a slight possiblity that TP could explain the origins of many of the elements of TWW, Valoo included.

If he were one of Volvagia's decendants he would kill all the Ritos or eat them as Volvagia almost did in OOT
