To reach that chest, you need to do some things:
1)On one of the towers is a hookshot symbol (left on WII, right on GC I suppose), pull yourself up there.
2)Get the spinner and ride the track to the center of the track. Jump off, and steer yourself over the low wall and towards the chest. There you go.

The hardest one would defintely have to be that Snopeak one with the Cannons, where you had to use the Ball and Chain to open up some kind of Wall, and then shoot the Cannon ball through there, and then use that same one to destroy the Ice Monster at the part, where you can't climb up the Ladder all the way because of that Ice Monster, and then after that surprisingly the wife of that snow guy gives you the Boss key.
