Personally, I feel it's simpler than that.
Individually, the people interviewed like the idea of Link and Zelda as a couple, but in the cases in question, (Ocarina of Time and *most likely* Twilight Princess) it isn't happening, or simply wasn't the plan. Either the two are simply not interested in each other in such a manner, or Link's looking elsewhere. Even the comics, which are done with a *heavy* Link/Zelda slant, the pair is presented as unrealistic and/or tragic.
IMO, If I want Romeo/Juliet, I'll go read some Shakespeare, thank you very much.
There are hints that there are love interests for the assorted Links out there. Some are presented Silent Hill 1 style, in which you may chase the love interest at your discretion. (Malon/Romani/Cremia are the only "love interests" in their respective games that are voluntary content. However, Twilight Princess seems to hint very strongly that the current Link is of Hero-of-Time/Malon descent.) Some are presented quite blatantly, even going as far as advancing the plot. (Marin and Illia fit in this category.) And sometimes, even Zelda herself is presented as a love interest for Link. (Adventures of Link and Wind Waker.) Notice how there's no attempts at explaining those games away? Because unlike in other games, there's actually something there.
All this said, it is extremely important to remember that in no way do any of the games use romance as a driving force of the plot (or Link's character). There is ONE possible exception, and that is Adventures of Link.
So, what does all this mean?
Romance already exists, if in small doses. However, if you're expecting a long replay of Titanic in the actual game plot, you're wasting your time. Nothing more than cute hints for any girl will likely ever be given or shown. Otherwise, the game would turn into a sap-fest. (Sherman, set the wayback machine to the comic version of Ocarina of Time...Whine whine whine....Yeech!)
I'd like to finish with this: Personally, I think Nintendo likes a little variety, and I enjoy using this unusual evidence: Originally, Daisy was intended to be another potential love interest for Mario, to bring us someone other than Peach to save. (Not to mention give Mario a different kingdom to save.) The only reason the whole "Daisy/Luigi" thing started was because of a movie that many either hate to love or love to hate. (Yes, I admit I actually liked it.) The only possible in-game evidence comes from 3rd party spinoff titles. Otherwise, Luigi and Daisy have never even interacted.
