It HAS been that way, but if they implement better enemy placement and make the enemies stronger and more agile, then it doesn't have to be that way at all!
Also,
LoZ and
AoL had pretty much no real puzzles, the entire challenge was with the enemies.
But yeah, I've seen that in dozens of games so far, it's pretty much the next-best thing after just a difficulty selection. Hell, most great games allow you to choose easy or normal in the beginning and then you unlock hard by beating it once, and it works out pretty well most of the time.
I'd just hope that normal wasn't way too easy, though, I wouldn't want the only difficulty to be reserved for replays : \
