Navi's Trackers MAY be released outside of Japan

Apparently, the problem is that the game was vocal dependent, and Nintendo is being a tad lazy.

But, they may release it in the US & EU in its original Japaneese form.

Yeah, of course those were the reasons... what else would they have been?

There was also a suggestion that it would be included as a bonus disc in tWW 2. I hope I don't need to tell you that it was not very reliable

I don't think it's Nintendo being lazy. But I know that I don't want them to give anyoen a voice.

Odds are it wasn't going to sell the FSA(+) disk anyway.

I'm not as opposed to Link's shrieks and screams in the later Zelda games, but if he ever spoke (most likely it would be like Ash or something) I would die.

Most of the characters in the game usually go like "hmm" or "HOOOOYYYYYYYYYYYYY" and link yells "Come on" Nintendo could always take out the voice acting in the U.S version but then again I never cared much for Navi Trackers.

As was stated before, the game is dependent on the spoken dialogue. Most of the gameplay happens on the individuals' Game Boy Advances, and the navigator will shout out the stats of the players (who's in the lead, who just got a treasure, etc.), so if you removed the vocals, the game would lose a lot of its playability. Personally, I'd rather not get it at all, if the only alternative was to get a crippled version.

I think TSA said before that one of his sources told him that Tetra's Trackers (which is the U.S. name) was going to be released as a bonus disc for those that preordered TWW2.

Tetra's Trackers was the original working title of the game. It was since changed to Navi Trackers. I would assume that the title would carry over to the US, but maybe not.
