Well, by your definition he isn't a 'secondary villain' because he's in more than one game, but I'm fairly certain we'll see another game with Vaati.
A game could be made of the FS backstory, or possibly even after FSA featuring Vaati [his 'death' is pretty ambiguous]
Seeing as PH started out as a Four Swords game with online capabilities, but was later changed, I think it's highly possible they will come back to that idea.
They could really make a great game using the Four Swords feel to it and the DS controls/dual screen/online abilities.

Um..they did make a backstory game for Four Swords, its Minish Cap. Although they could make more.

I'd like to see Vaati given a better role, perhaps in a standard Zelda game. (The four sword trilogy to me just feels like filler, keeping us occupied till we get our WW's and TP's.) Give him a plot in a TP sized game.

Minish Cap precedes Four Swords, yes, but not immediately.
The events of Minish Cap and the backstory of FS are very different.

Zant should most definitely make a return. In fact, if I had it my way, he wouldn't be making a return because he would be the main boss in TP. Stupid freaking Nintendo tagging Ganondorf onto the end just to make it a "complete" Zelda game. Zant was such a better villain for that game, and since they did so easily discard him, I really hope that they bring him back for another.

Zelda has a particular way of doing things; besides the three Triforce bearers, they try their absolute hardest to bring new characters to the table instead of rehashing. An exception to the rule is Vaati, but the Four Sword games were made by Flagship and were all released relatively close to one another.

I liked Vaati, he may not be Ganon/Ganondorf, but he was still a cool villian. Comparing a villian to Ganondorf isn't really fair, mainly because he IS the main villian of the series. But I like to consider Vaati as the "runner up" for main villian, even though he was only in a few games. I would like to see zant in another game, but I'm not sure how it would work.

He's only a poor man's Ganon if you completely ignore everything about him. Heck, he's more like Dethl than Ganon.

Ignore what? The fact that his methods are exactly the same as Ganon's (attacking the Hyrule Castle and looking for the Triforce... I mean the Lightforce)?

Or the fact that his origins are basically the same (Ganon = guy gets a object of great power [the Triforce of Power] and becomes a great threat with the power of transforming into a monster [beast Ganon]; Vaati = guy gets the a object of great power [the Minish Cap] and becomes a great threat with the power of transforming into a monster [his big eye form])?

Or the fact that both Vaati and Ganon love to kidnap maiden and princesses (particularly Zelda)?

Seriously, except for possibly Vaati, all of the "secondary" villains, as the OP put it, have had their stories told already, and have been destroyed. Completely.

Seriously, people, all this thread is doing is stirring up false hope. These villains are not coming back.

he'd have to start off in his minish form, but then he'd have to become his wind mage form, as that is the form a lot of people (in my area at any rate) asosciate with vaati

Agreed, I think that seeing 3d Vaati would be pretty nice, but only if it's done right and keeps his normal image from all the 2d games.
