I suppose he could be thought of as a reincarnation...never thought of it like that...
though if this takes place only decades after OoT then he should probably still be alive, just elsewhere, probably in the AU of Termina. However if the rumors of the mistranslation are true (which I doubt) then he died long ago.

i hate to burst anyones bubble hoping its not after OoT and before WW, but its confirmed on nintendos own sight. i had a hard time accepting the fact and then i realised, multiple endings. after all wind waker was just one legend of which the people spoke. so hopefully the games not spoiled before it even begins. also the guy in the booth said he had heard that it was after OoT and not wind waker.

Thats 200 years, and also, often in myths heroes that follow in the steps of earlier warriors, not as re-incarnations, but as spiritual decendants, learning in time to be as the legendary hero of the older time. This is often symbolized by something such as the quest for a wepon that has been hiden by the hero (ALttP, Redwall, Star Wars IV) or damaged and must be restored (LotR, TWW) or just any general elixer (Gilgamesh, AoL).
