Skin Program

I want to try to make a skin for me forum. Is there an FREE program you recommend. Please link it so I don't have to search. Also, tell me how to work it. Or unless I have to make it using HTML. Or Only HTML.

What kind of forum?

Typical forum skins are not made with programs. I wouldn't try to jump into forum skinning if you don't know any HTML, CSS, PHP, Photoshop or web design. Those are the skills involved, and there are no shortcuts.

I know HTML, GIMP. Dang. I really wanna try to make a skin.

GIMP is fine - I really should have said image editor because (obviously) you need to create some images for the skin's image set.
Depending on the type of forum involved, the levels of HTML, CSS and PHP needed will vary. vB, for example, only requires CSS changes and image sets for basic skins, but more involved skins will require changes to header/footer HTML and template PHP/HTML. vB also has the advantage of a style editor in the Admin CP that makes finding common settings easy. phpBB and SMF, on the other hand, do not, and everything has to be found in the full source of various PHP and CSS files (Even though they're presented in-browser).

Bottom line though, every forum works differently and a good background working with design and markup will help immensely.

I don;t know, but if you make a red skin, PLEASE MAKE THE BACKGROUND LIGHT.

All the others are dark and painful to the eyes, except for the white one.

I felt like making a simple skin so badly.

If you were planning to make a skin for vB (This forum) without operating one yourself, don't count on being able to make a working version you can just hand off. You can still make an image set and specify the colors used and pass that on to someone who can assemble the skin.
