Im not compleatly sure, but i think its a user that has registered, but has not recieved or has looked at the validation email.

I'm not too sure about myself, but there was a little fourm transition and well, I beleive that this was an actual status of some members that now ceases to exist. Exactly what it refers to me is beyond me right now. That's how I best remember it from an account, although it was a ways before my time.
