I'm not exactly sure, but I think it's when another member doesn't like what they doing, and they refer you. I don't think its a good thing.
I'm not perfectly sure though. I'll let one of the S Mods or Admins or anyone that knows answer this. ^_~

...its when you tell someone to join the site and they say that they were referred by you when they fill out the form..

Soulpwner's right. Having a referal means that you refered someone to this site, as in, they said that they heard of the forums from you.
