Yes, we know that many people never read the rules, but the ones we had had little relation to what we actually enforced, and this was seen as rather a problem. So they were updated. Now if you have a question about what is, or isn't, allowed the rules can answer that for you.

Plus it will reduce complaints from people insisting that they didn't know that there was rule x. (Plus it'll make me feel far less guilty for getting someone in trouble for breaking a rule that wasn't written down.)
