Pretty much anything by Nirvana or Joy Division. A lot of people think that Nirvana is the saddest, however if they ever heard anything by Joy Division, there's literally no songs that express happiness. More songs include

I always found "Wish You Were Here" by Pink Floyd sad, but I suppose you have to see the documentary to understand why.
I always found "Eleanor Rigby" by The Beatles really sad too.
The song has no words, but the melody has always made me feel sad when I hear it. It's so beautiful though!
