I really don't see why people are SURPRISED that Goku is on the list. Granted, he's not my favorite DBZ character (nor is Vegeta), but the fact of the matter is that when it comes to polls like these, they simply look at their status among the general crowd of anime characters and don't take much time to look beyond the protagnoists and/or their vatly superior foils or supporting characters (i.e., if they were gonna put a Naruto character on their, the best choices would be Rock Lee or Shikamaru).
That being said, where the heck is Afro Samurai? He made a better character out of himself in five episodes and less than 20 pieces of dialogue (most of which consisting of "Shut up" towards a sidekick of questionable existence) than any of today's Shonen characters did within their still-running, 200+ episode series and lecture-plagued filler.
Bunshichi Tawara was a pretty good choice IMO though. In all truth, I don't much care for Tenjou Tenge, but Tawara's done his fair share of crazy **** to prove he's pretty much one of, if not the most powerful character to come out of that show, and proving it in damn good ways (most notably, kicking Shin Natsume's *** up and down the playground after Shin left his legs utterly mutilated. It should be on youtube).

Abso-mother-f'ing-lutely. Classic anime IMO, and is simply complemented further by the quirky yet still badass cast.
