Graphics Design Challenges

First let me explain what challenges are. They are threads posted by one artist challenging another artist with a contest of creativity. They’re very popular through out graphics forums so after some nudging by some members we’ve decided to include it. There aren't many specific rules that you must include in your challenges but there are rules for posting them.

1. Do not post more then one challenge at a time.
2. Challenges are to be somewhat in this form:
   

   Name: Leminnes
   Challenge: Create a Signature with out any text or obvious images in it.
   Number of Participates: 3

   Note: The number of participates is the number of people that the challenger would like to compete. That includes the challenger. So if the challenger posts that he/she wants 3 participates then he/she actually wants 2 more people to join in his challenge.
   
   Note 2: The challenger is allowed to add anything else to that form above but it must include at least those three categories.
   
3. When a challenge has been posted and all the participants have made their pieces the challenger should post a new thread as a poll where the people vote for their favorite signature. Being anonymous is not required here unless it is wanted but the challenger will have to find a way to keep the submissions anonymous.
   
4. Follow all spam rules found here.
   
5. Follow all the rules put forth by the challenger.

A bit confused on that one.

So, only one person can have one challenge in Competitive Graphics?

Or just one active one per person?

A person can only make one challenge at a time of their own. People can participate in as many challenges as they'd like.
